The agreement is probably the single greatest potential asset to both freelancers and employers in negotiating a fair deal (whether the freelancer is a BECTU member or not). But it is only of any value to either side when it is (a) used, and (b) adhered to. We really need to know from you whether the agreement is making the intended difference to your working lives.
